ADGM is the Abu Dhabi Global Market, a financial free zone operating as an International Financial Centre in the UAE capital. It functions as a regulator, registrar, and court system — not as a grant funder. Its four authorities (Registration & Incorporation, Financial Services Regulatory Authority/FSRA, ADGM Courts, Support Authority) issue licences, registrations, and regulatory permits for fees, not as awards. Adjacent but separate entities co-located in ADGM — notably Hub71 (Mubadala-backed startup hub running subsidy programs) and ADIO (Abu Dhabi Investment Office, running the AED 535M Ventures Fund) — are the actual grant/subsidy funders in the ecosystem.
