The ATO is Australia's principal revenue-collection agency (Treasury portfolio). It does NOT issue competitive grants — its only funding-ecosystem role is co-administering the R&D Tax Incentive (R&DTI) with AusIndustry (DISR). AusIndustry handles R&D activity registration; the ATO administers the refundable or non-refundable tax offset through the company tax return.
