China Development Bank (CDB) is China's largest policy/development bank, established in 1994 as a state-owned institution directly overseen by the State Council. CDB provides medium-to-long-term debt financing for national strategic priorities: infrastructure, urbanization, energy, the Belt and Road Initiative, science and technology, and affordable housing. CDB operates on the principle of 'principal preservation and marginal profit' — all deployed capital must be returned with modest profit. It is not a grant-making agency; every product it offers is a debt, credit, or equity instrument aimed at large enterprises, foreign governments, and BRI project sponsors.
