Provides Finnish companies state-backed loans, guarantees, and export credit for innovation and international expansion.

Finnvera plc is Finland's state-owned specialised financing company and official Export Credit Agency. It provides domestic loans and guarantees (EUR 2.1 billion outstanding) and export credit guarantees (EUR 23.1 billion outstanding) to Finnish businesses at all stages of growth. Finnvera does not issue grants. It operates on economic self-sustainability principles, funding itself through capital market note issuances and supplementing the commercial financing market by sharing risk with banks and other providers.
