The Florida Department of Revenue (FDOR) is Florida's state tax authority. It operates inside state government with no parent ministry and is focused on administering Florida tax law, not on running a competitive grant portfolio. In innovation finance, its main public-facing role is the Florida R&D Corporate Income Tax Credit.

That credit sits on a $9 million annual statewide pool, uses a seven-day March application window, and is allocated pro rata when demand exceeds supply. It applies to qualified research expenses and is available to Florida-qualified target industry businesses in manufacturing, life sciences, information technology and cloud IT, aviation and aerospace, homeland security and defense, marine sciences, materials science, and nanotechnology.

FDOR is most relevant to companies that already meet Florida's statutory requirements and can document federal R&D eligibility. The agency does not award cash grants; the credit is a tax offset claimed through the state process, so applicants should think in terms of compliance, timing, and documentation rather than a discretionary competition.
