The Illinois Department of Revenue (IDOR) is the state agency responsible for administering Illinois tax law, collecting state taxes, and processing income-tax credit claims. IDOR does not award grants or competitive funding; it is a tax authority. IDOR processes statutory income-tax credits on behalf of taxpayers; actual certification decisions for program-style incentives (EDGE, REV, MICRO, Film, etc.) are made by the Illinois DCEO.
