Kansas Department of Revenue (KDOR) is the state tax authority responsible for administering Kansas tax law, collecting state taxes, and processing tax credit claims. KDOR administers 39 statutory tax credit programs — including the R&D Tax Credit (K-53), Angel Investor Tax Credit (K-30), HPIP (K-59), and Rural Opportunity Zone credit — but does NOT issue discretionary grants or competitive funding. Many business-incentive credits are jointly administered with Kansas Department of Commerce, which handles eligibility certification; KDOR handles the tax-filing side.
