The Ministry of Education, Culture and Science (OCW) is the Dutch ministry responsible for education, culture, and science. It carries the national policy frame from primary schooling through universities, cultural heritage, and research support, with a public mission centered on equal opportunity and broad participation. In the funding system, OCW acts as the source ministry behind a wide set of delegated agencies and funds rather than as a single central grant shop.

Its funding mix is built around subsidies and institutional support. DUS-I handles many education schemes, including Regionaal Investeringsfonds mbo, Npuls Center for Teaching and Learning, and Sterk techniekonderwijs; NWO and NRO/NKO run competitive research and education-innovation routes such as Comenius; RVO handles practical-learning support; and the six Rijkscultuurfondsen carry project-level cultural grants. The ministry's own direct channel is the Culturele Basisinfrastructuur, the main institutional cultural subsidy.

OCW is best read as the public source of Dutch civilian research, education, and culture support rather than as a direct funder of companies. Applicants usually meet the system through a delegated agency, a university, or a cultural institution, with the ministry setting the budget and policy umbrella above them. That makes it the right starting point for institutions seeking education infrastructure, cultural floor funding, or research block support, and a much less direct route for standalone commercial ventures.
