Sweden's Ministry of Climate and Enterprise (Klimat- och näringslivsdepartementet) is the government department responsible for climate, energy, enterprise, innovation, the environment, and radiation safety. It sets policy and controls Riksdag budget appropriations for Sweden's industrial green transition — but it does NOT issue grant calls directly. All operational funding flows through four delivery agencies: Energimyndigheten (Industriklivet, energy R&D), Naturvårdsverket (Klimatklivet), Vinnova (innovation), and Tillväxtverket (regional/SME). Minister Ebba Busch (Energy, Business and Industry, Deputy PM) leads the portfolio.
