Taiwan's Ministry of Finance (MOF) is the central fiscal authority responsible for tax policy and administration, customs, national treasury, state property, and public-private partnership oversight. It is not a grant-issuing agency. The only fiscal incentives MOF administers are non-discretionary tax credits — R&D credits under the Statute for Industrial Innovation and smart-machinery/5G/AI investment tax credits — which are deductions on corporate-income-tax returns, not competitive grants. Innovation R&D grants and startup funding for Taiwan-based companies come from MOEA, NSTC, NDC, and SMEA.
