GO Virginia, formally Virginia Growth and Opportunity, is a Virginia state grant mechanism administered by the Virginia Department of Housing and Community Development and governed by a 25-member board.
The program is authorized under Code of Virginia §§2.2-2484 to 2.2-2490 and provides matching grants to collaborative regional projects that aim to create and retain higher-wage, higher-skill jobs. Nine GO Virginia regions coordinate local processes, and named routes include Enhanced Capacity Building, Implementation Projects, Statewide Competitive grants, and the Economic Resilience and Recovery fund.
The mechanism is collaboration-first, with public or private entities applying as partnerships inside a region. It is strongest for coalition projects building local planning, implementation, and workforce outcomes rather than single-firm micro-grant activity.
