Clean Fuels Fund — General Stream
Supports development of clean fuel production pathways and facility expansion in Canada.
The Clean Fuels Fund (CFF), administered by Natural Resources Canada, supports the development of new domestic production capacity for clean fuels including hydrogen, renewable diesel, sustainable aviation fuel, and other low-carbon fuels. The fund operates through a General Stream with continuous intake — NRCan shifted from a cycle-based approach to a streamlined continuous process to accelerate delivery. Eligible activities under the General Stream include construction and expansion of clean fuel production facilities, as well as feasibility studies and Front-End Engineering and Design (FEED) studies. The Indigenous-Led Projects Stream, which required at least 50% Indigenous ownership, closed on February 23, 2026, and the Energy Innovation Program-linked Clean Fuels Call for Proposals closed April 6, 2026; neither is accepting new applications.
Eligible applicants for the General Stream are for-profit and not-for-profit organisations incorporated in Canada. Universities and pure research organisations are not listed as eligible under this stream; the programme targets organisations with an operational stake in clean fuel production. The specific match-funding percentage and maximum award amount for the General Stream are not stated in NRCan's published materials; applicants must confirm these parameters directly with NRCan before applying. The programme is denominated in Canadian dollars.
The Clean Fuels Fund General Stream suits fuel producers, energy companies, and clean fuel technology developers at or approaching commercial scale, particularly those pursuing hydrogen production, renewable diesel refining, or sustainable aviation fuel capacity. Because intake is continuous rather than deadline-driven, applicants can engage NRCan and submit at any point; early pre-application consultation is strongly recommended to confirm eligibility and funding parameters before committing to application development.
