The program provides grants, loans, or other forms of economic assistance to qualified businesses or local governments that invest in constructing, renovating, or improving commercial or industrial site infrastructure in Delaware. Its stated purpose is to attract new job-creating businesses and support the expansion of existing ones. The statutory basis is Title 29 Delaware Code, Subchapter I, Section 8711A. Returning awardees seeking a second grant for the same site follow a separate procedure published by DSB.

Applications are submitted by email to business_finance@delaware.gov using the downloadable PDF application form. DSB requires contact with a Regional Business Manager before submission to ensure minimum program requirements are met, per the Site Readiness Checklist Fact Sheet. Applications are reviewed on an ongoing basis until funds are depleted, making early-year submission advantageous. The program is best suited to developers, manufacturers, or municipalities undertaking infrastructure improvements on sites intended for commercial or industrial occupation in Delaware.
