KfW 261 — Wohngebäude-Kredit BEG, Tilgungszuschuss
Provides residential owners with blended financing and subsidy support for energy retrofits and efficiency upgrades.
KfW Program 261 (Wohngebäude-Kredit BEG) is a hybrid financing instrument from KfW Bankengruppe that combines a subsidized low-interest loan with a non-repayable Tilgungszuschuss (repayment subsidy) for owners undertaking comprehensive energy-efficient renovation of existing German residential buildings. The program targets renovations that achieve a certified Effizienzhaus standard — from Effizienzhaus 85 (the entry level) up to Effizienzhaus 40 (the highest efficiency tier) or Effizienzhaus Denkmal for listed buildings. The loan must be repaid in full; only the Tilgungszuschuss portion is forgiven. The program operates on a rolling basis with no fixed deadline, subject to annual budget.
The loan amount is up to €120,000 per residential unit when an Effizienzhaus standard is met, rising to €150,000 per unit when the EE-Klasse (renewable energy class) or NH-Klasse (sustainability class) is additionally achieved. The Tilgungszuschuss rate ranges from 5% for Effizienzhaus Denkmal to 25% for Effizienzhaus 40, with stackable bonuses of +5% for EE-Klasse or NH-Klasse, +10% for Worst Performing Building (WPB) renovations, and +15% for serial renovation (Serielle Sanierung) — yielding a maximum Tilgungszuschuss of 45% of the loan amount, equivalent to up to €67,500 on a €150,000 loan. Loan terms range from 4 to 35 years with a 10-year fixed interest period and up to 5 years of interest-only payments available.
Applications are submitted through a financing partner bank (Hausbank), not directly to KfW. A Bestätigung zum Antrag (BzA) from a registered energy efficiency expert on the dena list must be obtained before applying, and a Bestätigung nach Durchführung (BnD) is required post-completion to release the Tilgungszuschuss. If the achieved efficiency standard falls below the target level, the Tilgungszuschuss is reduced or forfeited. Only existing buildings with a construction permit at least five years old are eligible.
