KfW Upper Egypt MSME Programme
Funds business growth in Upper Egypt through a concessional loan and support package with European partner participation.
The KfW Upper Egypt MSME Programme is a blended concessional facility totalling EUR 34.5 million, co-funded by the German development bank KfW and channelled through MSMEDA. The financing agreement was signed on 10 February 2022 and is structured as a combination of concessional loan and grant components. The grant element sits at the institutional and technical-assistance level β supporting MSMEDA's operational capacity, credit bureau integration, and beneficiary training β while the bulk of the capital is on-lent to end micro, small, and medium enterprises in Upper Egypt as repayable loans. The programme aligns with UN Sustainable Development Goals 8 (decent work and economic growth), 9 (industry and infrastructure), and 17 (partnerships).
Geographic concentration on Upper Egypt differentiates this programme from MSMEDA's national-level facilities. Upper Egypt has historically received the largest cumulative MSMEDA disbursement of any region β EGP 28 billion over 11 years β making it both a high-need area and one with established MSMEDA branch infrastructure. Job creation, improved living standards, and contribution to social stability are the stated development objectives. End enterprises are primarily production, service, and commercial MSMEs based in Upper Egypt governorates.
End beneficiaries access the programme through MSMEDA branches and its partner bank/NBFI network in Upper Egypt rather than applying directly to KfW. The three-layer delivery model is: KfW β MSMEDA β bank or NBFI partner β end MSME. Eligibility and loan terms at the end-beneficiary level follow the same parameters as MSMEDA's standard product suite (5 percent fixed rate, up to five-year tenor). KfW's involvement also brings technical assistance covering financial management, environmental and social standards, and reporting, which MSMEDA applies at the institutional level across the programme.
