Building and consolidating an interoperable ecosystem of tools, data practices and training that helps law-enforcement authorities, customs, cultural-heritage professionals and other practitioners prevent and fight illicit trafficking of cultural goods. Work can cover evidence and intelligence collection, data and network analysis, provenance information, cross-border data access, practical training and operational interfaces with existing systems. The action must support a long-term governance and cooperation framework, involve security practitioners and scientific heritage researchers, and avoid duplicating existing tools.
