Funds a toolbox for public authorities to monitor and reduce marine plastic litter along one river-to-sea basin, with small third-party grants to help other regions replicate it.
Proposals are ranked competitively, but the evaluation guarantees at least the highest-ranked proposal in each of the four sea and river basins gets funded, so a strong proposal in a less-competitive basin is not crowded out by stronger proposals elsewhere.
