CER Renewable Energy Communities

The CER Renewable Energy Communities program is a EUR 2.2 billion Italian initiative under PNRR Mission 2, Component 2, Investment 1.2, administered by GSE (Gestore Servizi Energetici) under oversight of the Ministero dell'Ambiente e della Sicurezza Energetica. The program promotes the formation of certified renewable energy communities by funding investors who build new renewable-energy generation plants within an established CER. The July–November 2025 call reopened the window after an initial round, accepting applications until 30 November 2025 at 18:00 or until funds were exhausted.
Eligible applicants are investors installing renewable-energy plants of up to 1 MW capacity within a certified energy community located in an Italian municipality of no more than 50,000 inhabitants — an expansion from the original 5,000-inhabitant ceiling. The capital grant covers up to 40% of eligible construction costs. On top of the capital contribution, successful projects receive a production incentive of EUR 0.11/kWh for every kilowatt-hour of energy shared within the community, guaranteed for 20 years. Both for-profit entities and nonprofit organisations may apply; universities and research bodies are excluded. Applications are submitted exclusively through the GSE online platform, not directly to MASE.
The 40% capital grant combined with the long-term EUR 0.11/kWh tariff creates a bankable revenue stack for community-scale renewables developers. A 2026 decreto added further funds for CER alongside agrivoltaico and biomethane programs, bringing the combined envelope to more than EUR 4 billion. Applicants seeking to win should demonstrate a technically compliant plant design within an already-constituted or near-complete CER and a municipality that falls within the population cap, as GSE evaluates completeness of the community structure alongside the generation project.
