The Just Transition Mechanism's Public Sector Loan Facility tops up an existing European Investment Bank framework loan with an EU grant for projects that address the social, economic and environmental fallout of the EU's shift to its 2030 climate and energy targets and 2050 climate neutrality. Eligible investments span renewable energy, district heating, digitalisation, water and waste infrastructure, building renovation, urban regeneration, the circular economy, land restoration, re-skilling and social infrastructure like care facilities and social housing. Projects must sit within a territory covered by an approved Territorial Just Transition Plan and match the sectors that plan sets out, and cannot touch nuclear power, tobacco, fossil-fuel activities or firms already in financial difficulty.
