The Korea Drug Development Fund (KDDF) is a staged-pipeline grant mechanism co-funded by three Korean ministries — the Ministry of Health and Welfare (MOHW), the Ministry of Science and ICT (MSIT), and the Ministry of Trade, Industry and Energy (MOTIE) — with KHIDI serving as the lead executing institution for MOHW's share. The programme funds new drug R&D from early lead identification through Phase 2 clinical trials, organised into five discrete entry stages: Lead, Candidate, Non-Clinical, Phase 1, and Phase 2. Applications must specify the stage at which they are entering and meet corresponding data requirements, creating a milestone-gated structure that matches public funding to development risk.
Season 1 (2011–2020) supported 159 completed projects across oncology (50), CNS diseases (21), immunology (18), metabolic disorders (16), and infectious diseases (15), among other therapeutic areas. Past awardees include major Korean pharmaceutical companies such as Hanmi Pharmaceutical, SK Biopharmaceuticals, Yuhan, and LegoChem Biosciences, as well as leading academic medical centres including KAIST, Seoul National University, and Asan Medical Center. Eligible applicants are Korean-registered for-profit companies, universities, hospitals, and research institutes; individuals may not apply directly. The programme is recorded with TRL 3–7 bounds reflecting its focus on the translational development corridor from lead candidate through early clinical evidence.
Successful KDDF applications demonstrate a credible staged data package appropriate to the claimed entry point, a realistic path from the funded stage to the next development milestone, and consortium composition that brings together complementary expertise. The programme's cross-ministry co-funding structure means evaluation panels weigh scientific quality, commercial potential, and policy alignment simultaneously. Non-Korean applicants require a Korean-registered domestic entity as the primary applicant, and call documentation is typically in Korean.
