Norway's Ministry of Trade, Industry and Fisheries (NFD) operates a continuously open, discretionary grant scheme called "tilskudd til særskilte prosjekter" (grants for special projects) that funds initiatives aligned with government trade and fisheries policy. The scheme is refreshed annually — the 2026 designation follows the same structure as the 2024 and 2025 editions — and accepts applications year-round, with no formal deadline; NFD states that it processes received applications on a continuous basis ("fortløpende"). Award amounts are not pre-published and are determined on a case-by-case basis at the ministry's discretion.
Eligible applicants include organizations, businesses (virksomheter), and research environments. Individuals cannot apply, and political party organizations are explicitly excluded. Supported activities span collaboration networks among industry actors, co-financed policy research, information initiatives, participation in international organizations, and pilot projects consistent with government business and fisheries priorities. Co-funding is a requirement in all cases — NFD will not fully finance any project. Applicants must disclose all other state support received in the past three years, and applications must be submitted in Norwegian.
Evaluation criteria emphasize alignment with the government's current policy platforms, clarity of objectives, realistic implementation plans, and demonstrated financial need. Because the scheme is discretionary with no pre-set pool or per-award cap, applicants should frame proposals tightly around current Norwegian fisheries and trade policy priorities and demonstrate concrete, measurable outcomes. Submissions go to NFD by email (postmottak@nfd.dep.no) or post (Postboks 8090 Dep, 0032 Oslo), with a full project description, budget, and timeline.
