The Incentive Funds track aims to increase the number, quality, company and technology diversity, and geographic reach of North Carolina applications for federal Phase I SBIR and STTR awards, while the Matching Funds track exists specifically to bridge the funding gap between a company's final Phase I payment and its first Phase II payment, and to let recipients run a more intensive Phase I effort

The program backs North Carolina small businesses pursuing federal Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) Phase I funding. It is open to any qualified NC business preparing a Phase I proposal or that has already won a federal Phase I SBIR/STTR award, regardless of technology area.
