Portugal 2030 Innovation Incentives is the umbrella for EU-funded business support delivered by IAPMEI — the Portuguese Agency for Competitiveness and Innovation — under the 2021–2027 EU Cohesion Policy Partnership Agreement between Portugal and the European Commission. The overall envelope mobilizes approximately €23 billion in EU funding (FEDER, ESF+, Cohesion Fund, JTF) channelled through multiple Operational Programmes, primarily COMPETE 2030 for industry and SME competitiveness. IAPMEI acts as the Organismo Intermédio (managing authority intermediary) for SI Empresas — the Sistema de Incentivos às Empresas — covering productive innovation, R&D, SME qualification, energy efficiency and decarbonization, entrepreneurship, internationalization, and IP support. A complementary instrument is SIFIDE II, Portugal's R&D tax credit (32.5% base rate on R&D expenses plus a 50% incremental rate on growth above the two-year prior average, with the incremental portion capped at €1.5 million and an eight-year carry-forward of unused credit), administered operationally by ANI — Agência Nacional de Inovação — and recognized by the Autoridade Tributária.

For the year 2026, 220 avisos (calls) are planned under Portugal 2030, with a combined indicative budget of approximately €3.87 billion. Applications are submitted through the unified EU-funds portal balcaofundosue.pt. FEDER co-financing rates vary by region (NUTS II) and project type, ranging from 40% to 85%. Eligible beneficiaries are Portuguese-incorporated companies in regular tax and social security status, predominantly micro and SME but with some calls open to larger enterprises under specific instruments. Typical decision timelines are 60 business days, extendable by 30 days.

The strongest fit for applicants is productive innovation under SI Inovação Produtiva (process or product innovation by SMEs) and energy/decarbonization projects under SI Eficiência Energética / SITCE. Companies conducting significant R&D should also assess SIFIDE II eligibility in parallel, as the tax credit applies to any Portuguese IRC taxpayer conducting activities meeting the OECD Frascati definition of R&D, with no sector restriction. The combination of direct grant co-financing under Portugal 2030 and SIFIDE tax credit stacking is a common Portuguese funding strategy for innovative companies.
