Taiwania Capital Management Corporation is a venture capital management company established by Taiwan's National Development Council (NDC) through the National Development Fund (NDF), with capital provided by both public and private sectors. Its mandate is to deploy equity into Taiwan's designated '5+2' strategic industries: biotechnology, Internet of Things, smart machinery, green energy, national defense, new agriculture, and new materials. The NDF has been approved by the Executive Yuan to invest in Taiwania Capital-managed funds with NDF participation capped at up to 40% of each fund's paid-in capital, and NDF's investment per individual fund is capped at NT$2 billion (approximately USD 62 million).

Taiwania Capital operates as a professional VC manager employing private-sector expertise on its board of directors to formulate investment strategies aligned with national industrial policy. The company raised a NT$4,650 million IoT-focused fund that closed in December 2017 and has subsequently raised additional industrial innovation funds. Founders in the 5+2 sectors receive equity investment through Taiwania Capital-managed VC funds — they do not apply directly to NDF. The external investor-facing entity is Taiwania Capital (en.taiwaniacapital.com), not NDC or NDF.

Startups and growth-stage companies in biotechnology, IoT, smart machinery, green energy, national defense, new agriculture, or new materials that are registered in or operating primarily in Taiwan are the intended portfolio candidates. Because Taiwania Capital functions as a conventional VC manager, the pathway to funding is through standard venture investment engagement — not a competitive grant application. NDF's role is as an LP anchor that satisfies up to 40% of fund capital requirements, with private-sector LPs and the VC manager's governance structures determining individual investment decisions.

Equity investment via Taiwan's NDF-backed Taiwania Capital VC fund manager into startups in biotechnology, IoT, smart machinery, green energy, national defense, new agriculture, and new materials.
