The Army Research Office Early Career Program (ECP), widely known externally as the Young Investigator Program (YIP), supports outstanding tenure-track faculty in the early stages of their independent research careers. Awards are up to $120,000 per year for three years, for a total ceiling of approximately $360,000. The program's stated objective is to attract exceptional junior faculty to pursue fundamental research relevant to the Army, support their scientific development, and encourage their teaching and research careers at U.S. universities. The ECP is part of the ARO Core BAA (W911NF-23-S-0001) and accepts rolling submissions year-round.

Eligibility is tightly constrained. The principal investigator must be a U.S. citizen, U.S. national, or permanent resident alien — non-resident alien faculty are ineligible. The PI must hold a tenure-track position at an accredited U.S. institution of higher education. The PhD (or equivalent degree) must have been awarded within five years preceding the white-paper submission date. Research must be fundamental — advancing the state of the art in physical sciences, engineering sciences, or information sciences — consistent with the Core BAA scope, and proposals focused on applied device or component work are out of scope.

Application follows the same two-stage process as the Core BAA: submit a White Paper to the ARO Technical Point of Contact aligned with your research area; if encouraged, submit a full proposal. There is no separate ECP/YIP portal or annual competition cycle. Submissions go through aro-submission.arl.army.mil. ARO is headquartered in Research Triangle Park, North Carolina, under DEVCOM Army Research Laboratory, and administers awards as grants under the W911NF contracting office. Winning investigators join a cohort that has historically translated into long-term Army research relationships.
