The ITAC Implementation Grant is a rolling cash award program administered by the DOE Industrial Technologies Office (ITO, formerly IEDO, now within the CMEI office structure) that funds small and medium-size U.S. manufacturers to act on energy efficiency, productivity, waste reduction, cybersecurity, and smart manufacturing recommendations generated by an Industrial Training and Assessment Center (ITAC) assessment. The program carries a maximum award of $300,000 per project with a mandatory 50 percent cost-share requirement, meaning applicants must match federal funds dollar for dollar. Awards are reviewed quarterly. The ITAC network — established in 1976 and expanded to 36 university-based centers — has conducted more than 22,941 assessments to date, generating average annual savings of $144,174 per assessed facility.
Eligibility is tightly gated. Applicants must be for-profit U.S. manufacturers; nonprofits, universities, and individuals are ineligible. The manufacturer must have received an ITAC (or predecessor IAC) assessment since 2018 — without a prior assessment, there is no eligibility pathway. Additional size criteria mirror ITAC assessment eligibility: annual energy bills between $100,000 and $3,500,000, annual revenues under $250 million, and a facility located within 150 miles of an ITAC center (some requirements are waivable). These thresholds ensure the program serves genuine SME manufacturers rather than large industrial operators. The ITAC network was renamed from IAC (Industrial Assessment Centers) to ITAC in the current administration period, reflecting an expanded scope that now includes workforce training alongside technical assessment.
To apply, manufacturers must submit documentation of their prior ITAC assessment, a project plan that implements at least one assessed recommendation, and matching fund commitments. The rolling quarterly review cycle means applications can be submitted at any time rather than competing in a single annual window. Applicants should verify current portal and application requirements on EERE Exchange (eere-exchange.energy.gov) or the ITAC program portal at itac.university, as FOA documentation was not fully extracted at the time of research cataloging.
