The FY 2025 Tech Hubs Notice of Funding Opportunity (NOFO) distributed $220 million from the U.S. Economic Development Administration (EDA) to support American regions with the assets, talent, and capacity to become global leaders in critical technologies. The program was established under the CHIPS and Science Act of 2022, which authorized up to $10 billion over five years; Congress has appropriated approximately $1 billion to date, with the FY 2025 tranche funded by the FY 2025 National Defense Authorization Act. This competition was strictly limited to the 19 designated Tech Hubs that did not receive implementation awards in the July 2024 round — in that round, 12 of the original 31 designated Hubs received $504 million combined. EDA did not open new Hub designations under this NOFO.
Eligible activities spanned workforce development, business and entrepreneur development, technology development and maturation, infrastructure construction, and regional governance. Applicants were cross-sector consortia led by a Regional Innovation Officer (RIO); participating organizations included nonprofits, universities, research organizations, and public bodies. For-profit companies were not direct recipients. Stage I applications were due November 7, 2025 at 4:59 p.m. Eastern, and Stage II applications were due February 18, 2026 at 4:59 p.m. Eastern. The competition is now closed and EDA has announced award decisions in Spring 2026.
