The Iowa Innovation Fund Tax Credit Program, administered by the Iowa Economic Development Authority, provides individual investors a 25% Iowa tax credit for equity investments made in certified Innovation Funds. These certified funds, in turn, deploy capital into early-stage Iowa businesses across sectors including advanced manufacturing, bioscience, and information technology. The total pool available in the current fiscal year is $8 million, allocated on a first-come, first-served basis. Tax credit certificates may be transferred once, offering holders liquidity relative to other state tax credit programs.

To qualify for certification, an Innovation Fund must secure at least $3 million in binding commitments and deploy that minimum into Iowa-based companies. The fund must also demonstrate capacity for multiple funding rounds and rigorous evaluation of early-stage businesses. Individual investors access the credit by making cash equity or near-equity investments in a certified Innovation Fund; the 25% credit is applied against their Iowa income tax liability for the year of investment. The annual filing window for investors runs September 1 through December 31 of the calendar year in which the investment is made. Applications are submitted through govconnectiowa.gov.

This program is relevant primarily to fund managers seeking Iowa certification and to individual investors allocating capital to certified funds, rather than directly to startups seeking investment. However, early-stage Iowa companies that are portfolio targets of certified Innovation Funds benefit indirectly through increased capital availability. Fund contacts at IEDA include Megan Brandt (megan.brandt@iowaeda.com, 515.348.6198) and Melissa Harshbarger (Melissa.Harshbarger@IowaEDA.com, 515.348.6143). Competition for the $8 million annual pool means early-year applications from certified funds have a better chance of fully accessing available credits.
