In Montana, the program is administered as a state pass-through by the Montana Department of Commerce, which distributes federal CDBG funds to local governments — specifically cities, towns, and counties with populations under 50,000. Montana municipalities and counties above that population threshold apply to HUD directly and are not served by the state program. The Montana DOC is the administering state agency, not the originating federal funder.
