The New Mexico Small Business Assistance (NMSBA) Program connects New Mexico small businesses with technical expertise from Los Alamos National Laboratory (LANL) and Sandia National Laboratories at no cost to the business. Operated through the New Mexico Economic Development Department in partnership with LANL, Sandia, and other institutions including the University of New Mexico, New Mexico Tech, and New Mexico State University, the program provides access to scientists, engineers, and specialised laboratory equipment that would otherwise be unavailable or prohibitively expensive in the private sector. Since the program's inception in 2000, it has delivered over $80.6 million in technical assistance to more than 3,267 businesses, supporting more than 11,116 jobs across all 33 New Mexico counties.

Eligibility is restricted to for-profit, US-owned and operated small businesses located in New Mexico that qualify under US Small Business Administration size guidelines and that pay or file gross receipts taxes to New Mexico. Support levels are tiered geographically: businesses located outside Bernalillo and Santa Fe counties may receive up to $40,000 in research hours, while those in Bernalillo or Santa Fe counties are eligible for up to $20,000 in research hours. Assistance is delivered as in-kind technical services — testing, design consultation, access to specialised equipment — rather than cash.

The program operates three project types: Individual Projects for a single business's technical challenge, Leveraged Projects that bring multiple businesses or collaborative partners together around a shared technical need, and Contract Projects for specialised contracted work. Applications for 2026 Leveraged Project Proposals were open as of mid-2026. Businesses submit requests through the NMSBA online portal. The program is separate from the New Mexico EDD's SBIR Matching Grant, which provides cash awards of $25,000 to $100,000 to New Mexico-based companies holding active federal SBIR or STTR awards.
