The NOAA-wide Broad Agency Announcement (BAA), listed on Grants.gov as opportunity 356042, is an open-submission cooperative agreement channel covering all NOAA line offices — including the Office of Oceanic and Atmospheric Research, the National Ocean Service, the National Marine Fisheries Service, the National Weather Service, and the National Environmental Satellite, Data, and Information Service. It funds research, education, and outreach projects that do not fall under any congressionally directed competitive program, giving applicants a direct pathway to NOAA program officers outside of specific issue-year solicitations. The current window runs through September 30, 2026 at 23:59 ET.

Eligible applicants include U.S.-based universities, non-profit research organizations, for-profit companies, and individuals. There is no published award floor or ceiling; funding is contingent on appropriations, and projects that are found meritorious generally receive start dates three to six months after submission. Because the BAA spans all line offices, proposals must be routed to the appropriate NOAA office managing the relevant science area, and they must represent genuinely non-earmarked research or outreach work.

The BAA is best suited to teams with an established NOAA collaborator or a clear fit to a specific NOAA mission area — weather prediction, fisheries science, coastal hazards, ocean observing, or climate services. Applicants submit through Grants.gov and must hold an active SAM.gov Unique Entity Identifier. Success depends on demonstrating direct alignment with NOAA's strategic goals and a well-defined scope of work that complements, rather than duplicates, ongoing agency programs. Unlike formula-based grants, the BAA gives program officers significant latitude to shape the award scope in collaboration with the recipient.
