The NOAA-wide Broad Agency Announcement (BAA), listed on Grants.gov as opportunity 356042, is an open-submission cooperative agreement channel covering all NOAA line offices — including the Office of Oceanic and Atmospheric Research, the National Ocean Service, the National Marine Fisheries Service, the National Weather Service, and the National Environmental Satellite, Data, and Information Service.
