The Office of Naval Research (ONR) FY25 Long Range Broad Agency Announcement (BAA), numbered N0001425SB001, is the primary mechanism through which ONR funds Navy and Marine Corps science and technology research across its five research departments: Command, Control, Computing, Communications, Cyber, Intelligence, Surveillance, Reconnaissance and Targeting (C5ISRT); Ocean Battlespace Sensing; Sea Warfare and Weapons; Warfighter Performance; and Naval Air Warfare and Weapons. Established in October 1, 2024, the BAA accepts rolling proposals through September 30, 2026 at 2:00 PM Eastern, and has been refined through seven amendments as of May 2026. ONR was established in 1946 and historically funded early digital computers, satellite navigation, advanced radar, shipboard lasers, and electromagnetic railguns—situating the Long Range BAA as a mechanism for foundational research with long-term naval relevance.

Eligibility is broad: for-profit companies, universities, nonprofits, and research organizations are all eligible. Individuals and government agencies may not submit directly. All proposals follow ONR's standardized template for technical and cost submissions, with guidance and program officer contacts provided in the BAA PDF and its amendments. Award instruments may be grants, cooperative agreements, or procurement contracts depending on the nature and commercial character of the research proposed; the selecting instrument is at ONR's discretion. TRL eligibility spans 1 through 7—basic research through advanced prototype demonstration. There are no minimum or maximum award sizes specified in the BAA landing page; award scope is negotiated based on program officer interest and available budgets.

Applicants are strongly encouraged to contact the relevant ONR program officer before preparing a full proposal, as the Long Range BAA covers an expansive set of research domains and not all topics may have active funding in a given fiscal year. ONR has implemented organizational conflict of interest (FOCI) policies that applicants must review before submitting.
