VVP Seed Fund

Invests in Virginia seed-stage startups through equity co-investment partnerships and growth readiness planning.

The VVP Seed Fund is a direct equity co-investment programme administered by the Virginia Innovation Partnership Corporation (VIPC) through its Virginia Venture Partners (VVP) division. VIPC invests up to $1,000,000 as a direct equity stake into Virginia technology startups at the early-customer-traction-through-Series-A stage. The instrument is dilutive — VIPC acquires equity, not a debt or grant position. Applications are accepted on a rolling basis via the VIPC online investment portal with no fixed cycle deadlines.

Eligible companies must be headquartered in Virginia, actively raising a $2,000,000–$5,000,000 seed round, and have annual recurring revenue below $3,000,000 ARR. The programme targets technology, cybersecurity, life sciences, energy, and aerospace startups with early customer traction already established. VIPC co-invests alongside the round rather than leading it. The Seed Fund is positioned above the VVP Pre-Seed Fund (which covers pre-seed rounds of $750,000–$2,000,000) and addresses the $2–5 million seed-round stage where startups are transitioning from early traction to repeatable growth.

Founders pursuing the VVP Seed Fund should have a credible lead investor or substantive term sheet for their seed round before applying, as VIPC functions as a co-investor and will require evidence of an active round. The ARR ceiling of $3,000,000 means companies generating significant revenue may not qualify. Virginia headquarters is a hard requirement, and VIPC's standard terms for the VVP programme include a three-year Virginia headquarters retention requirement post-investment.
