Khalifa Fund for Enterprise DevelopmentUnited Arab EmiratesLoan

Khalifa Fund SME Loan Facility is the main financing route of the Khalifa Fund for Enterprise Development, Abu Dhabi's independent economic development agency. The facility serves Emirati entrepreneurs who run businesses in Abu Dhabi and the Western Region, with support organized around thirteen interest-free, medium-term loan products rather than a prize or grant competition. It is the route for founders who need working capital, asset finance, or project finance and can support a self-funded contribution up front. The product range runs from microfinance and expansion loans to agricultural funds and scale-up facilities for operating capital, vehicles, machinery, inventory, and advance-payment guarantees. The core loans typically cover 80 to 90 percent of eligible project costs, with examples in the record ranging from AED 150,000 to AED 3 million depending on the product. Borrowers are expected to be between 21 and 60, to operate in Abu Dhabi, and to apply through TAMM using Arabic or English documentation. This is a debt facility with repayment schedules, grace periods, and collateral requirements, so it suits businesses that can service a loan and want patient capital rather than non-dilutive support. The strongest applicants are usually Emirati-owned companies in the Fund's priority sectors, including healthcare, education, agriculture, ICT, tourism, and manufacturing, with a clear use of proceeds and a realistic repayment path.
