Applicants submit a written proposal and pitch video through an online portal by the deadline. An Investor Council of founders and VCs scores entries on a national rubric, and 30 semi-finalists move on to a live pitch event in Washington, D.C. in mid-December, where 10 finalists and 3 winners are chosen.
