The lower tier supports feasibility, proof of concept, and early prototyping, while the higher tier reaches through market entry and scaling. Applicants must be incorporated Australian businesses with annual turnover under A$20 million, and the grant path is limited to entities that meet eligibility and merit tests. It is administered through a national adviser network and an independent assessment committee, which gives it a guided entry point rather than a simple open call.
