Business Oregon's Small Business Sustainability Fund (SBSF) is a grant program administered by Business Oregon (Oregon's state economic development agency), funded through the Governor's Strategic Reserve Fund (SRF) under ORS 285A.075, ORS 285B.266, and OAR 123-090. It provides grants of up to $75,000, structured to leverage private financing and business consulting services alongside the grant. Grants are capped at $75,000 per company. The program explicitly pairs grant funding with private financing — applicants are expected to bring private-sector co-investment. Eligible uses of funds include tenant and capital improvements, equipment or machinery purchase, inventory and accounts receivable funding, and operational working capital (including employee training). Priority is given to rural or underrepresented businesses. Projects must demonstrate public benefit and either increase out-of-state sales or show that the business is key to residents of the rural community in which it is located or serves. For-profit small businesses are eligible. Applications are managed through Business Oregon's regional development officers.
