The AI Sovereign Compute Infrastructure Program (SCIP) sits under Innovation, Science and Economic Development Canada as the public infrastructure pillar of Canada's Sovereign AI Compute Strategy. It is built to give Canadian researchers and innovators access to a large-scale sovereign public AI supercomputer, with about $890 million available to the infrastructure build layer over seven fiscal years starting in 2026-27. Eligible applicants are Canadian not-for-profit organizations, post-secondary institutions, or consortia led by one of those bodies. The program is national in scope, accepts English and French material, and the only call captured so far closed on June 1, 2026, which makes the current record a one-off launch rather than an open standing competition. SCIP is best suited to institutions that can move quickly on compute capacity, governance, and delivery. The review emphasis is on speed to delivery, future scalability, Canadian sovereignty, and economic impact, so the strongest applications are the ones that pair technical ambition with a credible operational plan.
