Core Technology Leadership Program is Canada's Ocean Supercluster's main co-investment stream for ocean technology research, development, and commercialization. It sits inside the Technology Leadership Project family and focuses on made-in-Canada ocean solutions across Scaled Ocean Energy, Sustainable Seafood, Future of Transport, Ocean Climate, and related growth areas. The programme uses grant capital with continuous intake. OSC can cover up to 40% of eligible project costs, while applicants carry at least 60%. The minimum project value is CAD 1 million, projects must finish by October 2027, and every Technology Leadership project also carries a 12.75% contribution to innovation ecosystem building activity. Projects often bring together SMEs, larger companies, academia, regional innovation hubs, Indigenous partners, and other collaborators, so consortium design matters from the start. Applications move through prequalification, assessment, proposal, and ratification, with independent experts advising the decision process under a conflict-of-interest policy. The strongest fit is a consortium with a substantial ocean project, a clear commercialization case, and enough partner capital to meet the match and ecosystem contribution without squeezing delivery.
