PSCE Volet 2 sits under Investissement Québec and targets market diversification outside Quebec. The program is part of the broader PSCE commercialisation and export support line, and it is designed for Quebec businesses that want to consolidate an existing presence abroad rather than test a first export idea. It provides non-repayable contributions of up to $60,000 CAD a year, with aid rates that step down from 50% on a first project to 40% on a second and 25% after that. Applicants need to cover at least 35% privately, and cumulative government assistance is capped at 65% of eligible costs. Eligibility reaches profitable businesses, non-financial cooperatives, and social-economy enterprises with Quebec registration, active Quebec operations, and annual revenue between $1 million and $50 million. The intake is organized by territory, not as a permanent open window: Europe is scheduled for June 15-29, 2026, while Latin America, Asia-Pacific, the Middle East, and Oceania are expected in the fall. French is the primary application language, though bilingual support is available. The best-fit applicants are companies that already have export momentum and can pair a realistic foreign-market plan with enough private capital to make the project stack up.
