The Capital Infusion Program (CIP) is CalOSBA's annual grant for the five lead centers in California's Small Business Development Center networks. Its purpose is narrow and practical: it funds technical assistance that helps small businesses access capital. The program sets aside $3 million a year and is limited to those five lead centers, which makes it one of the most restricted CalOSBA partner grants. The broader applicant pool does not apply here; the grant is designed for network-level support rather than direct small-business awards, and it follows the same annual cycle structure as the rest of CalOSBA's partner funding. That structure favors organizations with statewide reach, established capital-access advising, and the infrastructure to turn grant dollars into coordinated assistance. For a lead center that already operates inside the SBDC system, CIP is a straightforward fit; for everyone else, it is not an entry point. The grant works best when the lead center can translate the money into repeatable service across member organizations and regional partners.
