Technical Assistance Program (TAP)
Funds California technical assistance centres that support small businesses through targeted capacity-building services.
The Technical Assistance Program (TAP) is CalOSBA's annual grant line for established nonprofit technical assistance providers in California. It succeeded the California Small Business Technical Assistance Expansion Program and directs about $23 million a year to centers that support small businesses, entrepreneurs, and underserved communities. Eligibility is narrow. Applicants must be nonprofit organizations such as 501(c)(3) or 501(c)(6) entities, or federally or privately funded technical assistance centers located in California, and the program requires a full dollar-for-dollar match. Funding is reimbursed quarterly, typically within 45 days of invoice submission, and the 2025-26 cycle ran from October 2025 through September 2026. TAP is built for organizations that already deliver technical assistance and can document the match and delivery work cleanly. The best fit is a California center with stable operations, a clear service footprint, and the capacity to support small businesses over a full program year. It also suits groups that can keep reimbursement paperwork tight across a full performance year.
