SERI Horizon Europe Transitional Measures
Funds Swiss participation in Horizon Europe through a temporary support package during a period of re-entry.
Following Switzerland's third-country status in Horizon Europe (2021-2024), the Federal Council allocated CHF 2.6 billion in transitional measures. SERI directly funded Swiss participants' project budget shares in collaborative HE projects, mono-beneficiary projects (ERC-type), and coordination costs for consortium proposal leads. Three sub-instruments: (1) Collaborative projects direct funding — SERI funds Swiss project participants' budget share in HE collaborative grants; (2) Mono-beneficiary direct funding — SERI funds individual Swiss beneficiaries excluded from non-associated ERC and EIC calls; (3) Coordination contribution — SERI pays coordinators' costs for HE consortium proposal preparation. All three instruments are winding down as Switzerland regained partial HE association from 2024 and full access to key clusters (Cluster 4 AI/quantum, space) from the 2026-2027 Work Programme.
