Pearl River Talent Program

Offers talent attraction in Guangdong for leading scientists and entrepreneurs relocating and building teams in the province.

The Pearl River Talent Program is Guangdong's flagship talent-attraction route, run by the Guangdong Department of Science and Technology with the Guangdong Provincial Talent Office. It is aimed at bringing scientific and entrepreneurial talent into the province, and it spans innovation and entrepreneurship teams, leading talents, outstanding young scientists, and overseas young talent. The team tier has historically carried awards of CNY 30 million to CNY 100 million per team, while leading-talent support has historically sat around CNY 600,000 to CNY 1 million or more per person. The young-scientist tier has historically been around CNY 2 million per recipient. Team applications require five or more members, and applicants across tiers must commit to relocating to or establishing a base in Guangdong with a local host institution. This is better understood as a standing talent channel than as a routine project grant. The application route runs through the talent portal rather than the main science platform, and the strongest applicants are people or teams that already have a Guangdong host lined up and a relocation plan that matches the chosen tier.
