Hangzhou Overseas High-Level Talent Innovation & Entrepreneurship Competition (Creating the World)

Hangzhou Overseas High-Level Talent Innovation and Entrepreneurship Competition, known as Creating the World, is Hangzhou's flagship municipal competition for overseas talent. The Municipal Talent Office, the Human Resources and Social Security Bureau, and the Science and Technology Bureau co-host it, and the program has run annually since 2015. The competition is open to overseas returnees with a master's degree or above earned abroad, provided they returned within the last four years, and to non-ethnic-Chinese foreign nationals with market-oriented technology or entrepreneurship experience. Grand Final cash prizes run from CNY 10,000 to CNY 200,000, while winners who register in Hangzhou can receive landing grants from CNY 500,000 to CNY 5,000,000 depending on tier and district. Additional support can include tax incentives, rent subsidies, financing guarantees, and subsidized loans. The strongest applications are those that combine a credible overseas background with a concrete plan to land in Hangzhou and build there. The program is Chinese-language, and it rewards ventures that can show both technical promise and a real path to local registration, hiring, or commercialization after the competition.
