The Qiantang Talent Program is a district-level talent attraction route run by Qiantang District within Hangzhou's municipal talent framework. It targets high-level talent and projects in life and health sciences, semiconductors, aerospace and aviation, new materials, and intelligent automotive and equipment manufacturing. The program combines relocation support with project-backed startup funding, which makes it more of a talent settlement package than a pure research grant. The headline support runs from CNY 200,000 to CNY 100 million, with housing subsidies by tier and startup grants that begin at CNY 200,000 and can rise to CNY 5 million after evaluation. E-tier talent can also receive a CNY 2,500 monthly rental subsidy, while research startup funding is listed at CNY 5 million to CNY 12 million for qualifying academic and R&D talent. The program is rolling and is open to individuals as well as companies, universities, and research organizations operating in China. The fit is strongest for high-level talent with a project that can be judged on industrial relevance as well as personal credentials. The tiered structure matters: applicants are evaluated against the A/B/C/D/E framework, and the most compelling cases can pair a credible technical background with a local landing plan in Qiantang. That combination of housing, startup capital, and sector focus is what gives the program its leverage.
