Shanghai Innovation Voucher Program

The Shanghai Innovation Voucher Program (科技创新券) provides automatic electronic coupons to eligible Shanghai tech SMEs and innovation teams, enabling them to purchase R&D-related services from STCSM-registered service institutions. Vouchers range from CNY 10,000 to CNY 1,000,000 and cover 5%–25% of R&D spending. No application required — vouchers are automatically granted to eligible entities. Effective rules run 2025-09-01 to 2030-08-31.
