Delaware Technical Innovation Program (DTIP)
Supports Delaware companies moving from early concept stages into advanced commercial development.
The Delaware Technical Innovation Program is a rolling transition grant for Delaware companies that have finished SBIR or STTR Phase I and have applied for Phase II but have not yet received the next award. Funded from the Delaware Strategic Fund, it is designed to bridge the gap while the business keeps staff in place and continues research. The maximum award is $50,000 per application, and a company can receive up to five DTIP grants in any rolling ten-year period. Applicants must have majority operations in Delaware with a physical presence, maintain no more than 100 full-time equivalents, hold the required Delaware business licenses, and provide three years of financials. The programme is reviewed by the Council on Development Finance, with the Division of Small Business handling disbursement and monitoring. It fits firms with federal Phase I traction, a live Phase II application, and a Delaware footprint that can show the work benefits the state's economy.
