AaaS - EU Hydrogen Bank (Spain) is IDAE's national contribution to the European Commission's Hydrogen Bank auctions-as-a-service scheme. Spain has committed EUR 465 million to the platform, including support for renewable hydrogen production, maritime and aviation RFNBO use, and industrial-heat decarbonisation, and the program sits inside the wider EU state-aid framework rather than a stand-alone Spanish subsidy. It is a national allocation for projects that can compete inside the European auction structure. The instrument is an auction that pays a fixed premium per kilogram of renewable hydrogen produced. The European Commission authorised EUR 426.4 million under State Aid SA.121244, with deployment authorised until 19 February 2027, and it also notes that applicants need pilot evidence. The route is open to for-profit companies operating in Spain, with sector focus on renewable hydrogen, RFNBO, maritime, aviation, and industrial heat. The fit is for projects that can show bankable electrolysis or related hydrogen production plans and compete on delivery cost rather than on headline grant size. In practice, the route favors projects with a credible build plan and the ability to deliver output over time. Applications run through the EU Innovation Fund portal, so the practical burden is a strong technical file and a project that can scale into production.
