Teams register on ESA-STAR, download the Invitation to Tender, write a proposal (with a National Delegation Letter of Support if needed) and submit via ESA-STAR Tendering by the closing date. Germany, Ireland, Norway and the UK currently have pre-approved funding for this Kick-start; other Member States need their own delegation's approval.
